Federal Tort Claims Act Accountability Project

Democracy Forward is housing a national initiative to hold ICE and federal law enforcement officers accountable for misconduct arising from immigration enforcement and protest suppression.

At a time when the Trump-Vance administration has escalated unlawful enforcement actions that are causing serious harm to people and communities across the country, we’re bringing dozens of organizations together to pursue accountability against federal misconduct.

This project supports a coordinated network of attorneys representing people harmed by federal officers’ actions at the administrative claim stage and in federal litigation. We provide training, research, litigation guidance, screening tools, and ongoing technical support. Attorneys and organizations can engage in a range of ways, from learning about FTCA practice to taking on full representations.

FTCA Attorney Toolkit

Democracy Forward created a toolkit to give attorneys practical, ready-to-use resources for bringing FTCA claims involving federal law enforcement misconduct.

The toolkit builds on the foundational work of the Asylum Seeker Advocacy Project and the Lawyers’ Committee for Civil Rights of the San Francisco Bay Area, whose family separation litigation effort demonstrated how coordinated FTCA advocacy can secure meaningful relief. In addition to resources created by Democracy Forward, the toolkit also includes links to partner resources and example case filings.

We will continue to expand and update this toolkit as new resources are created.
