Christopher Deal is Director of Regulatory Affairs and Legal Research.
Before joining Democracy Forward, Chris was Deputy General Counsel for Litigation at the Consumer Financial Protection Bureau, where he led the team of lawyers responsible for representing the agency in the federal courts of appeals, defending the Bureau in federal district court, and advancing the Bureau’s interests in amicus curiae briefs. In his nearly ten years in the Office of Litigation, Chris directly handled or supervised many of the agency’s most significant cases. He helped the CFPB navigate multiple separation-of-powers challenges in courts across the country, successfully defend its regulations, and forcefully advance its views on cutting-edge questions of statutory interpretation. Chris began his service at the CFPB in the Office of Law and Policy, where he advised agency rulemakers and other senior leaders on novel administrative and consumer law questions. Prior to joining the CFPB, Chris was an associate in the Appellate and Supreme Court Group at Jenner & Block. Chris clerked for Judge Judith Rogers on the U.S. Court of Appeals for the D.C. Circuit and for Judge Richard Holwell on the U.S. District Court for the Southern District of New York. He attended New York University School of Law and Georgetown University.
