Catherine Carroll is Senior Legal Advisor at Democracy Forward.
Catherine has more than two decades of experience representing clients in high-stakes appellate litigation and providing strategic advice on complex and novel legal questions. Before joining Democracy Forward, she served as Deputy Assistant Attorney General in the Civil Division at the U.S. Department of Justice. In that role, Catherine supervised the Civil Division’s Appellate Staff, which represents the United States and its agencies and officers in matters of significant importance to the government, including constitutional and statutory challenges to agency action and administration priorities. Catherine was previously a partner at WilmerHale, where she served for several years as Partner-in-Charge of the Washington, D.C. office and Vice Chair of the Appellate & Supreme Court Litigation Group. While in private practice, Catherine briefed and argued numerous cases in the U.S. Supreme Court and federal and state courts of appeals and district courts and led the development and execution of litigation strategy in government- facing and policy-related disputes on a wide range of issues.
Catherine received her B.A. from the College of William & Mary and her J.D. from the University of Michigan Law School. She served as a law clerk for Judge Harry T. Edwards of the U.S. Court of Appeals for the D.C. Circuit and Justice David H. Souter of the U.S. Supreme Court.
