Washington, DC — On Wednesday, Russell Vought, President-elect Donald Trump’s nominee to lead the Office of Management and Budget (OMB), will appear before the Senate Committee on Homeland Security and Governmental Affairs for his first confirmation hearing. According to Reuters, Vought was the “key architect of Project 2025.”

“We are not even to Inauguration Day and the Trump-Vance administration is already seeking to Implement Project 2025, a dangerous plan that will threaten our rights, healthcare, wages, national security, and more,” said Skye Perryman, President and CEO of Democracy Forward. “On the campaign trail, President-elect Trump repeatedly disavowed Project 2025.  Yet, just weeks after the election, Trump nominated Russell Vought – the key architect behind Project 2025 – to lead the largest White House Office, the Office on Management and Budget, where he would be empowered to execute the Project 2025 agenda. Vought has advocated for weaponizing the government against people and communities, eviscerating the independence of the Department of Justice, and unfettered executive branch authority. Democracy Forward will be paying close attention to Vought’s testimony and is prepared to defend people and communities from the dangerous and unlawful policies and plans in Project 2025.” 

BACKGROUND 

Democracy Forward has been the leader in responding to rising threats to people and democracy as outlined in Project 2025. In March 2024, Democracy Forward’s President and CEO, Skye Perryman, detailed these threats before a House Judiciary Subcommittee in testimony.  

Last year, Democracy Forward also released The People’s Guide to Project 2025, warning the American public of the many alarming proposals in the 900+ page document, such as attacking reproductive rights and ending the independence of agencies. 

In September 2024, Perryman, testified as the Democratic witness at a House Committee on Oversight and Accountability Hearing.  Perryman’s testimony focused on the extreme threats posed by Project 2025, and the far-right efforts to undermine the Biden-Harris administration’s policies to benefit the American people.  Notably, Perryman was the only witness called who did not have direct ties to Project 2025.
